Carlos Alberto Afonso is a consultant at the Nupef Institute. He was one of the pioneers in the development of the Internet in Brazil by creating Alternex as an experimental messaging system that would evolve into the first Internet service provider in the country. In 1995, while he was one of the directors of IBASE (Brazilian Institute of Social and Economic Analyses), he worked for the creation of the Brazilian Internet Steering Committee (CGI.br), of which he was a member until 2017. He is a member of the Multistakeholder Advisory Group (MAG) of the Internet Governance Forum (IGF).
